The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

Sole Source Justification:

The Office of General Counsel has been using GovQA for document management for four years. Currently, all twenty attorneys and five staff are fully trained on the software. The Office spent a significant amount of time on the implementation of and training on GovQA. It is estimated that it would cost over $95k to purchase, implement and train on a new documents management software over three years. The cost to transition to a new system would far exceed the cost to renew with GovQA, making it cost prohibitive and unreasonable.

This sole source will be valid for three (3) years.
