Sole Source Justification:
Impact Advisors was used as the advisory and implementation firm for IT governance for U Health approximately 15 years ago. One of the governance committees that was implemented at that time is the Technology Infrastructure Advisory Committee (TIAC). This committee needs to evolve to better align with our digital transformation efforts and better support our new IT governance structure, specifically our Digital Enablement Committee. The Digital Enablement Committee was created and implemented using Impact Advisors consulting services. Impact Advisors has also helped with our digital strategy and digital roadmap development, which is used to guide our Digital Enablement Committee. The attached SOW outlines an engagement to revamp TIAC to align with our new IT governance structure focusing on implementing an enterprise architecture framework and governance structure to align infrastructure governance to support IT and business goals, improve decision making, enhance communication and collaboration, provide infrastructure strategic planning, bring agility and flexibility to our infrastructure governance processes, guide infrastructure standardization and interoperability, support cost reduction and efficiency efforts, and help navigate risk and compliance regulation. This SOW is the continuation of previous consulting engagements. Impact Advisors has years of institutional knowledge and effort that would be lost by switching vendors, therefore requiring substantial rework. Estimations suggest it would take $160,000 and 6 months of working time for a new vendor to reach the level of understanding and effectiveness that Impact Advisors currently provides. In addition to $160,000 of rework, a transition period to a new vendor poses a significant risk of misaligned architectures and technology and cost of delay for major initiatives, such as AI architecture technology implementations, data architecture modernization, interoperability architecture and infrastructure implementation, and Cloud strategy implementation. Revamping TIAC and implementing a enterprise architecture focused governance and supporting structure is imperative to reaching strategic goals in regard to our digital architecture in support of digital transformation governance and strategy. Therefore, it would be too cost prohibitive to transition to a new vendor at this time.
This sole source will be valid until 12/31/2025.
