The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.
The Purchasing Department has received the following request for sole source procurement
Current date: 20250407
Product and/or Service to be purchased: O-Link proteomic kits
Sole Source Supplier: Olink Proteomics AB, part of Thermo Fisher Scientific
Earliest Proposed Purchase Date: April 07, 2025
Buyer Name: Kayla McMullen
Sole Source Justification:
We validate that Olink Explore HT is the only source for the product requested. Specifically, Olink Explore HT is based on proprietary Proximity Extension Assay technology of Olink and Olink is the sole manufacturer and the sole source vender within the United States. Each biomarker in the patient sample is detected using two antibodies coupled to DNA; this allows for superior specificity of detected analytes compared to other multiplexed assays. In addition, the sensitivity of the OLink technology and the broad dynamic range allows for unmatched ability to analyze both high and low-abundant proteins in the same sample. This kit allows for multiplexed proteomics analysis of thousands of analytes in a single small volume of sample. The samples to be analyzed are very low volume (<100uL) and as they come from presymptomatic patients with a rare disease, it is essential to obtain a maximum amount of information from the limited volume available. As such, the O-link multiplexed PEA platform is the sole solution for such analysis.
Use of another technology for proteomics analysis would require more sample (and limited sample volume is available for this work). The samples to be analyzed are from presymptomatic patients with a rare disease (NMOSD). There is extremely limited volume available for analysis (and more sample volume cannot be obtained) and if sample is consumed completely in the discovery phase, there will be no sample available for validation. Other technologies analyze far fewer samples or consume significantly more sample volume. There are no comparable technologies available to adapt the service in order to allow for competition. |
